City Manager Rex M. Thee explained the city's membership in the Texas Excavation Safety System (Texas811) and the voting allocation: one vote per $100 paid in membership fees the prior year. Thee recommended casting the City of Monahans's 12 votes for Troy Bent, identifying him as Director of Compliance with Texas Gas Service and noting the company's large presence in the area. "Mr. Thee recommends casting all 12 votes for Troy Bent who is Director of Compliance with Texas Gas Service which has a large presence in our area," the minutes report.
Councilman Calvin Carrell moved and Councilman Gerald Stava seconded a motion to approve Resolution No. 2026-008 to cast the city's 12 votes for Bent by proxy ballot at the Texas811 annual meeting on Feb. 25, 2026. The motion carried with the four members present voting "Aye"; Richard Hawkins was absent.
