Buncombe County planning staff said the hazard mitigation grant program is focused on three primary activities after Helene: elevation projects, buyouts and demolish-and-rebuild to new standards. The presenter told the board that, under the state's implementation model, the state manages transactions and deed restrictions are applied to bought-out properties.
"When you buy out a property owner, it comes offline. So it gets deed restricted. It remains as green space," the presenter said. Staff highlighted that deed-restricted parcels are typically seeded and allowed to reforest or be used as passive recreation, and they noted some opportunities to use combined parcels for compensatory storage or small-scale storage features.
