Planning Commission recommends amended Lorain County subdivision rules after trustee feedback

The Lorain County Planning Commission voted on April 30, 2026 to recommend approval, with amendments, of revised Subdivision Regulations to the Lorain County Board of Commissioners. The recommendation follows revisions circulated to township trustees on March 16, 2026 and an additional amendment sent April 15, 2026 that addresses endorsement signature order and other trustee concerns.
Dave Greenspan, a member of the Planning Commission, opened the hearing and said, "This hearing is required by ORC," noting the review began after a December 2025 joint meeting that was deferred when some township trustees reported they had not received materials. The adopted amendments change several definitions (Section 302), revise notification requirements to require emailed correspondence to Township Trustees and Fiscal Officers, and create a five-member Subdivision Review Committee of township residents appointed by the Planning Commission chair to hear agency reports and public comment instead of the current agency-composed subcommittee.
The recommended edits also require the subdivider or the subdivider's agent to be present at both the Subdivision Review Committee and County Planning Commission meetings for preliminary and final plan consideration (Sections 504.04 and 506.04). Trustees asked that the endorsement signature sequence be made less prescriptive; the amendments remove the phrase "order and" from Section 904 and move the county engineer's signature placement to the end of the signature block to allow signatories to review and sign without a prescriptive order, a change Greenspan described as procedural that "speeds up the process."
Planning Commission member Matt Hignett moved to recommend approval with the discussed amendments; Carl Wesemeyer seconded. The Commission recorded the result as "Ayes: All / Nays: None." The Planning Commission will finalize the adoption at a special meeting and record the document with the Lorain County Recorder's Office. The recommendation now goes to the Lorain County Board of Commissioners for further action.
