The Shenandoah County Board of Supervisors voted June 23 to adopt Zoning Text Amendment 26‑06‑01, adding Article XXIII titled "Data Center Development" (to encompass Sections 165‑178 through 165‑186) to the county zoning code.
Supervisor Mark Dotson, who moved approval, said the amendment is intended to give the county local control over how data centers are regulated. Dotson said the board has "been collaborating for over a year, has consulted with experts, has done the work and is ready to move on this," and announced two forthcoming work sessions: the first focused solely on data centers and the second on a related energy ordinance.
Supervisor David Ferguson said he grew up in the county and does not want to see a data center, adding he wants the right to say no and believes the ordinance gives that authority. Vice Chairman Dennis Morris thanked the Planning Commission and staff for their work and said the amendment provides immediate protection while refinements continue. The motion passed on a unanimous roll‑call vote.
