Commissioners approve Kellner Ditch change order; engineer cites Indiana bat and spawning windows

The Lorain County Board of Commissioners approved Change Order No. 1 for the Kellner Ditch project, extending the completion date from the end of July to Oct. 31, 2026 without any increase in contract price. The motion to approve passed unanimously at the Aug. 11 meeting.
A county engineer representative explained that in addition to calendar days the project must meet "environmental regulation deadlines for the Indiana bat and work in the water," and that narrow permitted windows for in-water work and clearing can force delays when inclement weather reduces available workdays. "It's about time as a change order with no dollar amount associated with it," the representative said, noting the schedule constraints and regulatory requirements.
