County staff reported that the jail kitchen HVAC failed and required an emergency replacement to restore heating and air conditioning. Turner explained the unit was old and that replacing the condenser alone would cost about $10,000 but staff recommended replacing both units; two proposals were reviewed, with a lower bid of $30,842 and a higher bid of $36,107, and staff recommended the lower proposal.
The commission ratified the emergency purchase by motion so county staff could restore the facility to service. "The replacement is gonna be nearly $10,000 to replace the condenser," Turner said while explaining why replacement rather than repair was chosen. The minutes will reflect the emergency purchase and the county will track the budget adjustment to cover the expense.
