Mayor Koski and several council members proposed a narrower scope to reduce cost and focus on immediate risk areas (roof and HVAC). "If we can narrow the scope of it so we would reduce the cost to us," one council member suggested. Supporters of spending said delaying a study risks more expensive, reactive repairs if systems fail; opponents worried about spending significant study dollars without a financing plan for the estimated $700,000 of repairs several speakers referenced. Council asked staff to seek alternatives and to contact engineers to explore whether a smaller-scope assessment could be produced at lower cost and to return with funding options before authorizing a large study.
