The county approved the Final Plat for ELC Acres (parcel 12-0532-500) with a development contract and a Preliminary Plat for Thomas Second Addition (parcels 12-0521-055, 12-0521-060, 12-0521-065) in Carlos Township; zoning noted as RS(GDS).

Douglas County commissioners approved development-planning actions on Nov. 18. The board approved the Final Plat for ELC Acres (parcel {12-0532-500}) and the associated ELC Acres Development Contract. Separately, the board approved the Preliminary Plat for Thomas Second Addition covering Lots 1–3, Block 1 of Thomas First Addition in Section 16 of Carlos Township, with zoning RS(GDS). The owners and subdividers for the Thomas plat were recorded as the Jeffrey R Thomas Living Trust and the Chris A Juettner Revocable Living Trust, with subdividers Jeffrey Thomas and Mark and Chris Juettner.
