Planning commission adopts US‑1 level‑of‑service methodology into comprehensive plan language

Monroe County planning staff presented and the commission approved an amendment to the comprehensive plan to adopt the US‑1 level‑of‑service (LOS) methodology recommended by the US‑1 block task force and previously directed by the Board of County Commissioners. The change updates policy language to reflect the task force's methodology and the county's most recent resolution.

Senior planning administrator Cheryl Trafari said the task force recommended that travel‑time runs be conducted during a six‑week window — the last two weeks of February and the first four weeks of March — and that construction delays be excluded from travel‑time recommendations. Trafari said staff maintains a remaining‑capacity chart and works with the county transportation consultant to track trips and segment LOS; arterial time‑and‑delay studies are refreshed approximately every two years.

Commissioners asked how the county monitors and manages the LOS in practice; Trafari described a process of periodic study plus permit‑tracking to count trips once projects are permitted. The commission moved, seconded and approved the text change for transmittal to the state land planning agency. The record shows no recorded opposition at the vote.
