Planning Commission recommends changes to Land Development Code to add a market‑rate workforce ROGO category and clarify ROGO mechanics

At the April 22 meeting the Planning Commission voted to recommend amendments to the Monroe County Land Development Code to implement a new market‑rate workforce ROGO allocation category and to clarify implementation details, including scoring and administrative relief.

Staff told the commission that the LDC changes mirror the comprehensive‑plan amendment and are intended to comply with SB 180 and the administration commission distribution schedule. Key changes include a move to semiannual allocation periods, a strict one‑allocation‑per‑vacant‑buildable‑parcel provision (language added to the ordinance), clarifications that cisterns or graywater reuse must be hooked up and functioning to earn points, and provisions for administrative relief where appropriate.

Staff also described a reservation tool that would let the BOCC reserve some or all market‑rate workforce allocations for county‑sponsored or coordinated programs, explained distribution among subareas (upper keys, lower keys, Big Pine), and said staff is developing clarifying language for EnROGO (nonresidential floor‑area bank) use. Commissioners pressed staff on whether reservation periods could be limited to avoid stagnant reservations and asked for a staff analysis of reservation mechanics.

The Planning Commission approved a motion recommending the ordinance amendments to the BOCC with the requested editorial and analytic follow‑ups. Staff said the changes would be transmitted for state review and that adoption would return to the BOCC on a separate schedule.
