Staff says state rules force targeted spending for career-tech and special-education programs

A staff member told the board that state accounting and program rules restrict how the district can use some revenues, creating budgetary pressure. "The state says, your revenue for your career technology program is such, but you need to spend at least 55% back in that program," the staff member said, and added that similar constraints apply to special education funding.
