Board conditionally approves Alpen Flow group-camp permit with signage and reporting requirements

The Lake County Board of County Commissioners voted to approve Resolution 2026-29, adopting written findings and conditionally approving a conditional use permit for the Alpen Flow group camp (file 25-19). Melissa Kendrick, deputy director of Community Planning & Development, told the board the planning commission recommended approval and that "the resolution ... includes 12 conditions of approval, and the planning commission added 1 additional condition" addressing traffic and dust concerns.

Commissioner Andy Lee questioned one condition that appeared to restrict on-site water access for guests, asking, "how are you gonna deny people if they need it?" Planning staff clarified that guests may bring potable water and that a county-run cistern distribution system would require a public-health oversight program the county does not currently have. Staff also noted occupancy-verification reporting has been required in prior group-camp permits (for example, the Climax Revival permit). The applicant (identified in the hearing as Sarah) said the operator will communicate speed zones, improve on-site road base and pursue dust-control measures, telling the board: "We plan on communicating all of that especially ... speed zones and all that ... and likely putting down road base... that's dust control on the property that we plan on addressing."

The motion to approve the resolution was made and seconded, and the board approved the conditional use permit by voice vote. The approval includes the 12 staff-recommended conditions plus the planning commission’s additional signage/visitor-app requirement and a reporting condition tied to occupancy verification used in prior approvals.
