Deputy Director Dave Rugaber and jail staff presented several CJF requests and explained why some items were recommended as cash projects. Rugaber said the jail supports keeping above‑the‑line projects intact and is not asking for additional above‑line funding this year, but emphasized the need for facility maintenance and safety projects such as pod refresh work and repairs to fire/smoke control systems.
