Council discussed two approaches for a banner policy — a Nov. 1 application deadline or liaison‑driven scheduling — and resolved that council members will confer with their respective committees and commissions and forward requests to Administrator McCafferty by Nov. 1. The Administrator will compile requests and present a proposed schedule for Council vote before the end of the year to resolve conflicts.
