Mayor Larry Solomon summarized the Union Landing proposal on Hathaway Road and told commissioners that the Boone County Planning Commission's zone change committee unanimously denied the developer's application on Sept. 17, 2025, citing high density and public‑realm concerns. "The developer would like the property to be annexed only if the project is approved by the city," Solomon said, noting the city received a BCPC resolution packet on Oct. 16 and has until Dec. 30, 2025, to act.
