Staff reported a revised Duncan Manor plan replacing many multifamily units with single-family 'cottage' units, reducing the total from 224 to 154 units and lowering density; staff warned the site must be accommodated within an estimated county allocation of roughly 187,500 gallons per day and noted a 40% open-space requirement that will require a waiver request for part of the proposal.
