Davis County proposes higher micro-purchase threshold and new mid-tier procurement rules
Jul 28, 2026
Jordan Tilley outlined proposed procurement thresholds: raising micro-purchases to $15,000, expanding the mid-tier procurement range to $15,000–$150,000 (three written quotes), and requiring Legal and purchasing staff review on procurements over $150,000 with new simplified procurement tools.
The full story
Jordan Tilley, Contract and Grant Administrator in the Controller's Office, proposed updating Davis County purchasing thresholds to better align with federal guidance and to streamline procurement. The micro-purchase limit would rise from $5,000 to $15,000 for a single order (or under $50,000 cumulatively per year with a single vendor). The mid-tier range requiring three written quotes would cover purchases between $15,000 and $150,000. For purchases exceeding $150,000, departments would meet with Legal and purchasing staff to determine the procurement route (simplified RFP, invitation to bid, or best-value justification).
