Board debates AC44 development-area actions: parking minimums, tree cover and incentives

Planning Manager Tanya Swartzenduber walked the board through the draft development-area land-use actions in the AC44 comprehensive-plan update, highlighting four key topics: parking requirements and shared-parking options for activity centers, incentives for infill and redevelopment, site- and public-realm standards (streetscape and sidewalks), and tree-coverage and green-infrastructure approaches.

Swartzenduber outlined specific policy options: reducing or removing commercial parking minimums in activity centers, requiring or allowing shared parking agreements, offering density bonuses or public'private partnerships to encourage redevelopment, and prioritizing protection of healthy native trees and stream buffers while permitting tree-replacement in offset locations. On office-to-housing conversions she said staff "could allow residential uses by right and or at higher densities in commercial zoning districts" to encourage adaptive reuse.

Supervisors spent the longest portion of the session debating how to balance competing objectives. Several members favored sharply reducing commercial parking minimums in centers and exploring shared parking and parking maximums; others warned that the county must preserve livability, tree canopy and sidewalks and that incentives should be carefully defined rather than broadly promised. Numerous supervisors asked staff to provide an appendix or supporting documentation that links each action to measurable objectives and to supply examples of funding and implementation options.

Board direction: staff was asked to return with clarified language, measurable metrics, documented rationale connecting actions to objectives, and analysis of funding or incentive models for redevelopment so the board can review updated text and evidence in a follow-up session.
