Commission approves rate changes after staff explains usage drivers; some customers see net decrease

The City Commission approved a package of resolutions to adjust proprietary fund rates for fiscal year 2027 after a public hearing and staff explanation. Finance Director Melissa Burns said the resolution covers utility funds, solid waste, stormwater and the marina; utility rates rise 3.5% while the surcharge for customers outside city limits will drop from 12% to 7%, which Burns said produces an overall 1.1% decrease for some outside customers.

Several residents told the commission their monthly water bills are unaffordable. "My monthly water bill ranges from $250 to $300 when I water my lawn," Elizabeth Brown said during public comment, asking the city to investigate. Utility Director Steven Slaughter responded that automatic meter reading (AMR) data and a 90‑day hourly usage report often show over‑irrigation driving high bills, and he outlined mitigation options including irrigation meters that exclude irrigation usage from sewer charges. "If we eliminated irrigation and replaced it with average non‑irrigation days, her bill would be on the order of $75 a month," Slaughter said referencing a sample analysis.

Commissioners discussed phasing down the out‑of‑city surcharge over several years and noted that rate adjustments are intended to recover costs and fund capital projects. The package of resolutions and fee adoptions was approved by roll call. Staff advised residents they can request a 90‑day usage report by calling the utility office.
