Monahans adopts updated Water Conservation Plan required for larger systems
The City Council adopted Resolution No. 2026-023 to adopt the updated City of Monahans Water Conservation Plan. City staff noted Texas requires municipal systems with 3,300 or more connections to maintain and update a WCP every five years; the resolution directs the Mayor to implement and enforce the plan immediately.

The Monahans City Council adopted Resolution No. 2026-023 on April 28, 2026, formally approving the updated City of Monahans Water Conservation Plan and directing the Mayor to implement, administer and enforce the plan. City Manager Rex M. Thee told the council that the city reviewed and acknowledged the plan last May and that state guidance requires systems with 3,300 or more connections to maintain an up-to-date Water Conservation Plan on a five-year cycle.
