Staff presented a proposed ordinance that would ban the sale and distribution of rigid plastic beverage bottles of 1 liter or less at city facilities and city‑affiliated events, and would prohibit use of city funds to purchase such bottles. Cassidy McCarthy, the city's climate‑action program administrator, said the ordinance is intended "to reduce litter, conserve natural resources, encourage reusable items, and improve the cleanliness of city public areas," and explained the proposed waiver process and exemptions for emergency/public‑health needs and youth sporting events.
