The council's consent agenda included a contract award to replace approximately 845 linear feet of water main along Guide Meridian Road between Monumenta Cemetery and Duffner Ditch. Three responsive bids were received; the project engineer recommended awarding the contract to Western Refinery Services, Inc., which submitted the lowest responsive bid at $295,608.00 (including Washington State sales tax). The engineer's base bid estimate was $236,911.50.
