Staff announces April work session on TDR program and preservation guidelines

City planning staff notified the Historic Preservation Commission at the March 25 meeting of an upcoming work session with counsel on April 12 to discuss the transferable development rights (TDR) program and preservation guidelines.

At the meeting, staff said, "We're having the work session with counsel on April 12, Monday, for anyone that can attend. It's going to be HPC work session with counsel, and we have on our list of topics the TDR program and preservation guidelines." Staff also said the commission's following meeting may include a walk downtown to review pedestrian-mall materials and gather feedback. Commissioners were advised to plan for an afternoon start around 4 p.m. when Planning & Zoning and council schedules require coordination.

The announcement was given as part of project-monitoring updates; staff said a fuller monitoring report (reviews, certificates and any outstanding amendments) will be ready at the next meeting. The work session aims to clarify application of floor-area bonuses and TDR calculations and to coordinate legal advice before the commission considers complex preservation-bonus requests.
