In a written review dated April 16, 2025, Samuel N. Carroll, P.E., of Harshman CE Group summarized the revised The Dales land development as a proposal on a 74.95‑acre parcel in the R‑2 district that would create 95 lots and 155 dwelling units, with 48.74 acres of open space. The letter identifies multiple technical and documentation deficiencies that the board and applicant must resolve before final approval.
