Council hears TMRS presentation on COLA options, staff recommends 30% non‑retroactive option

TMRS staff and city staff briefed the council on a Dec. 31, 2025 deadline to adopt a non‑retroactive COLA; staff recommended a 30% non‑retroactive COLA as a lower‑cost option and provided modeled payroll and dollar impacts for 30%, 50% and 70% options.

Anthony Mills, director of education services at the Texas Municipal Retirement System, told the council the state’s non‑retroactive COLA option includes a sunset and that December 31, 2025 would be the city’s last opportunity to adopt the less expensive repeating (non‑retroactive) COLA option. "That is the difference," Mills said, explaining that after that date cities adopting COLAs would generally be limited to the traditional retroactive method.
