Fleet director seeks $123,000 for maintenance; OpenGov tracking planned

Dwayne Holloway, the county’s fleet director, told commissioners the Fleet Shop is requesting an increase of about $123,000 for FY27 driven by repairs, maintenance and contract costs. Dwayne said the department aims to improve preventive maintenance and tracking by expanding the use of OpenGov so the county can better count repairs, tire jobs and maintenance history across light and heavy fleets.

Commissioners questioned the prevalence of 0.75‑ton crew cab trucks in the fleet and whether smaller, less-expensive vehicles might be appropriate for some roles. Dwayne said departments will need to justify heavy-duty replacements when those vehicles turn over and that Road & Bridge will evaluate rent‑vs‑buy options for heavy equipment; he noted some equipment is used frequently enough that ownership is cost-effective.

Dwayne described the OpenGov rollout as a key operational improvement—tracking maintenance, preventive schedules and asset lifecycles—and said a $86,000 software item benefits both light and heavy shops. Commissioners supported the initiative and asked for follow-up justification on vehicle sizing and aggregated costs across departments.
