Deputy Fire Chief and fire marshal Jay Summerlin told the council the Peaks subdivision, as designed, "meets all fire codes and actually exceeds it in several areas." He described the city's approach to evacuation modeling, saying engineers were given worst‑case weather, wind and fuel‑moisture inputs and that the city now uses tools such as Genesys Protect to identify staged safe zones and manage zone‑by‑zone evacuation.
