Board expands dual-language program, emphasizing bilingual instruction for English learners

The board approved hiring additional first-grade dual-language teacher(s) at Kent Primary School as part of an expansion of the district's dual-language program. Administrators said the expansion continues a multi-year commitment to bilingual instruction initiated before the current superintendent's tenure.

Dr. Jeff Gorman, who spoke for the administration, said dual language "is not a mandate per se, but services servicing ELL students are the benefit of the dual language." He added that the initiative is intended to promote bilingualism and improve services for both English-speaking and non-English-speaking students; he predicted the program could generate waiting lists and lotteries as demand grows. Trustees asked whether rising ELL percentages drive automatic action; administrators said student placement levels and five-tier entry levels inform instructional time and supports and that a director of multilingual programs will help manage services.
