Committee debates independent oversight and inspection access for pilots

Committee members warned that compliance enforcement for pilot-grant recipients is inconsistent and often insulated from meaningful inspection. The chair argued the county cannot rely on grant recipients to police themselves: "You definitely need to have an independent entity to monitor that," the chair said, noting enforcement is the only reliable way to ensure reforms have effect.
