The New Castle County Council on Jan. 13 adopted R26007, approving a major land development plan for 2701 Capitol Trail in Mill Creek. The plan proposes demolition of existing structures and construction of a mixed-use development with 179 apartments, roughly 237,400 square feet of residential floor area, a 5,500-square-foot clubhouse and about 21,500 square feet of commercial gross floor area.
