Trustee urges recording and centralized access to pilot documents for transparency

Regina Newman, the county trustee, told the committee that some pilots are not fully documented and that the trustee's office needs complete records to assess fiscal impacts: "We need all the documents… submitted to my office and the assessor's office and recorded with the register," Newman said. She argued the county requires a centralized system so all offices can view the true terms and fiscal consequences of each pilot.

Members discussed placing the requirement in the ordinance and housing those records in a single repository so future reviews and audits can be performed. The committee directed staff to move transparency and recording recommendations into the management and monitoring sections of the draft language so that after approval every pilot's terms, matrices and extensions are accessible to county financial officers.
