The Planning Commission determined the Sandy Station 63‑unit townhome development at 8925 South Harrison Street is substantially complete for preliminary site‑plan review and then approved the preliminary subdivision review subject to staff findings and conditions, including an added condition for enhanced landscaping along the 90th South frontage. Staff described site constraints (irregular parcel, single primary access, need for a cross‑access agreement with an adjacent MVP property) and listed several exceptions sought by the applicant to Cairns district standards (materials/articulation, pedestrian mew widths, open‑space access, driveway/fire‑lane widths). Staff and the applicant proposed development enhancements — raised porches, balconies, improved landscaping, a gateway monument and branded signage — to offset those exceptions.
