Commissioners pass multiple ordinances on building code, fire prevention and ambulance services
On third readings the board passed amendments to the Memphis-Shelby County building code (storm-shelter rules and optional middle-scale housing appendices), an interlocal ambulance-services ordinance and a fire-code compliance alternative for small multifamily buildings. Votes were recorded and several commissioners dissented on optional shelter language.

The Shelby County Board approved several ordinances on Nov. 17, including amendments to the 2021 Memphis and Shelby County building code to adjust storm-shelter requirements for educational buildings and to add optional middle-scale housing construction requirements. Vice Chair David Bradford sponsored the storm-shelter items; the measure passed by recorded vote, with Commissioner Ford voting no and several commissioners commenting that storm shelters for schools should not be optional.
