Board amends sign rules, approves Carrollton Bank master plan and conditional-use permit

The Board of Aldermen on June 8 approved a master development plan and conditional use permit for Carrollton Bank and amended the ordinance to give the Director of Public Works authority to review and approve existing monument signs for code and Missouri Department of Transportation (MoDOT) sight-distance compliance. Alderman Osherow moved the amendment and Alderman Weller seconded; the amendment passed 6-0. Alderman Concagh moved approval of the amended bill (B26-3100.1), seconded by Alderman Fitzpatrick; the roll call vote was unanimous and the bill became Ordinance 3086.

Resident Stewart Hall, who lives behind the bank property, told the board the monument sign "does not comply with Missouri Department of Transportation (MoDOT) sight distance requirements" and asked that the sign be relocated or elevated. The petitioner said it would review sight distance and report back to the City. The boarda amendment explicitly authorizes the Director of Public Works to review and approve the existing monument signs "provided the Director determines the sign is in compliance with applicable City Code requirements, regulations, and any applicable requirements of the Missouri Department of Transportation (MoDOT)." The authorization creates an administrative review path for sign compliance rather than requiring the applicant to return for another ordinance-level decision.

The master development plan and conditional use permit approval allow the bank's planned expansion and site configuration subject to any conditions in the staff report and applicable code requirements.
