A Raleigh homeowner said a building permit was denied late in review because of a flood study she cannot find and asked city stormwater staff for the maps and follow-up with her builder.

Chelsea Eshraghi, a homeowner at 607 Frank Street near Brookside, told the commission she and her contractor spent months and money designing plans for a second story only to have permitting denied at the last minute because of a flood study she said she cannot locate.
