Presenters shared a University of Texas evaluation showing a 29% two‑year rearrest rate for program participants versus 52% for a comparison group and asked the court to fund $1,000,000 after securing other grants.

Courtney Jones, founder and executive director of ChangeONE, urged the court to think of multiple line items in the preliminary budget as infrastructure that supports children and families, not discrete requests. She said, "Having representation and having quality representation are not always the same thing," and urged funding for multidisciplinary teams that include social workers and investigators.
