The Kempner City Council unanimously accepted the Annual Financial Report for the fiscal year ended Sept. 30, 2022, after an audit presentation by Jon Watson of Brooks, Watson & Co. Watson told the council the firm’s conclusion: "Unmodified opinion," the highest level of assurance an auditor can provide.
