Commission discusses automated enforcement vendors, data privacy and contract terms

Commissioners discussed experiences from other cities that have used automated enforcement vendors for speed and red‑light enforcement. Members noted Sherwood and Newberg as examples; one commissioner said vendors often contract for equipment rather than selling devices outright and mentioned VeriMobility and Redflex as firms in the market. "They contract with them, so they don't buy the equipment," a commissioner said when describing Sherwood's approach.

The group raised privacy and contract concerns. Commissioners asked whether camera systems include automatic plate‑reading or capture additional data beyond violations; one member warned that vendors sometimes reserve the ability to change functionality and that contract terms should be closely reviewed. Police noted state law requires a human review of automated citations before they are issued. The commission asked staff to continue vetting vendors, gather cost information, and, if pursued, secure police‑department and council approval before moving forward.
