Commission approves Watchman Phase 2 plat amendment with private-street designation

The Springdale Planning Commission voted unanimously on June 17, 2026, to approve a subdivision plat amendment for Phase 2 of the Watchman Subdivision on North Fork Drive. The motion, made by Commissioner Paul Zimmerman and seconded by Commissioner Rich Swanson, passed with five ayes. Chair Jennifer McCulloch presided.

Niall Connolly, the Town's Director of Community Development, told the Commission the amendment would adjust the lot line between Lots 8 and 11, modify the primary building pod on Lot 8 to allow both a main house and an accessory building, add a second building pod on Lot 8, and adjust the building pod on Lot 11. Connolly noted that the Watchman subdivision lacks conservation easements around pods and that all future development remains subject to applicable setback and land‑use rules. "The plat should be corrected to show the road as a private street and to note all public utility easements," Connolly said as a recommended condition following an engineering comment received after packet distribution.

The Commission based its approval on findings that the amendment preserves existing easements, complies with Utah Municipal Code 10-20-810, meets lot size and setback requirements, and avoids 30% slope areas in pod placement, with prior variance approval noted for the access road traverse. Implementation steps include recording the corrected plat and noting the public‑utility easements; Community Development staff will follow up to confirm recordation details.
