Springdale Planning Commission approves two subdivision plat amendments with conditions

The Springdale Planning Commission met on June 17, 2026, at the Canyon Community Center and unanimously approved two subdivision plat amendments after staff presentations and brief questioning. Chair Jennifer McCulloch presided; five voting members were present and voted aye on both motions.

Niall Connolly, Director of Community Development, explained the applications. For the Watchman Phase 2 amendment, staff recommended recording the access road as a private street and noting public utility easements. For the Silverbear amendment, staff recommended a condition that the existing house and shed be removed before the amended plat is recorded and that the access easement be paved with an all‑weather surface under Town Ordinance 10-25-21. "The subdivision plat amendment must not be recorded until the house and shed are removed," was stated as a condition during the Silverbear motion. Each motion passed with a recorded vote of five ayes and no nays or abstentions.

The Watchman amendment adjusts the lot line between Lots 8 and 11 on North Fork Drive, modifies the building pod layout to allow a primary dwelling plus an accessory structure on Lot 8, and relocates the pod on Lot 11. Staff noted the subdivision does not include conservation easements around building pods; normal land‑use regulations and setbacks still apply. The Silverbear amendment will convert two split‑zoned parcels near the former Silver Bear Rock Shop into a single Village Commercial lot and a single Valley Residential lot, thereby eliminating the existing split zoning.

The meeting record shows motions by Commissioner Paul Zimmerman for both approvals (Watchman and Silverbear). The Watchman motion was seconded by Commissioner Rich Swanson; the Silverbear motion was seconded by Commissioner Terry Kruschke. Votes were recorded as Swanson: Aye; Kruschke: Aye; McCulloch: Aye; Zimmerman: Aye; Bhatti: Aye. The Commission adjourned at 6:24 PM.
