Harris County names Erica Lee Carter county administrator, effective March 9

The Harris County Commissioners Court voted unanimously to appoint Erica Lee Carter as the county administrator, setting an effective date of March 9, 2026. The motion, made by Commissioner Ellis and seconded by Commissioner Briones, directed the Office of County Administration, Human Resources and other departments to complete hiring and onboarding steps.

Carter, who addressed the court after the vote, said she would "work each day to make progress towards your 2050 vision" and promised to elevate "governance, collaboration, and communication across Harris County departments." Colleagues praised Carter’s local roots and experience: Commissioner Ramsey said Carter "understands Harris County" and Commissioner Briones called the appointment a historic first in the county’s ongoing efforts to strengthen administration.

The court discussed the role at length before voting, framing the administrator as an executive to coordinate county departments and reduce conflicting directives. The appointment followed an earlier motion naming Jonathan Fonbon to another jurisdictional post and came amid other administrative votes taken by the court that day.
