Students from Monroe High School’s Launch program presented to the City of Monroe Common Council on how recent and planned development could influence city population and high-school enrollment. Peter Houston, Noah Spotts and Makai Brown said comparable case studies (Elkhorn, Wisconsin Dells, Milton) suggest facility investment combined with housing growth can stabilize or increase enrollment; they reported the Monroe high school has declined about 31% while the district is down about 22% over the same span.
