Commission tables proposal for permanent programmable building lighting on Thompson Tower

The commission tabled a proposal from Scott (S5) to install permanent programmable exterior lighting on Thompson Tower after extended discussion about code constraints, downtown character and enforcement.

Scott and contractor Nick Judge (S6) described fixtures that "come in brown" and are "programmable so they can do a wide variety of different colors, patterns" and be scheduled or dimmed. Staff member Shannon (S8) told the commission that "the zoning code doesn't allow for that. It can only be internally lit, so recommendation there was denial," referencing awning-mounted decorative lighting. Commissioners worried about flashing or rotating displays, inconsistent color choices across adjacent properties, and the enforcement burden if approvals set an open precedent.

Commissioner (S2) proposed that the applicant return with an annual schedule of colors and dates to clarify acceptable uses; Scott expressed preference for flexibility. After discussion, Commissioner (S2) moved to table the application until the next month so staff and the applicant could develop clearer conditions and a schedule; the motion was seconded and approved.

Commissioners asked staff to work with the applicant on a narrowly defined plan the commission could review at the next meeting, including possible time-of-night limits and an approved color palette or schedule.
