City staff and the public works director addressed AMI reliability and meter testing during the meeting. Staff explained that water meters rely on battery-powered modules that have been failing and that parts and gateway delivery delays have kept the non-reporting rate for water meters near 10%; staff said electric meters meet the sub-2% target but water modules have lagged due to supply and battery issues.
