Council defers decision on RVE MS4 contract after cost questions

Langhorne Manor Borough Council on March 11 reviewed a contract proposal from Remmington & Vernick Engineers (RVE) to manage the borough's MS4 stormwater reporting and program for the 2024–2025 period. Council President Nick Pizzola said MS4 reporting is a federal requirement and failure to file could lead to fines or reduced eligibility for funding. The proposal presented by RVE representative Mr. Cundari reduced the overall fee from $42,500 in 2024 to $35,000 for 2025; the report phase within the proposal was identified as $8,500.

Council members pressed for clarification on which costs would be covered by existing grants and which were ongoing operating expenses. Bob McBeth asked whether engineering costs would be covered by grants; Mr. Pizzola said design costs for specific projects may be grant-funded but the annual reporting and program management work RVE performs is not grant-covered and must come from the borough's operating budget. Several council members — including McBeth and Devin Keating — requested time to review the written proposal before voting. President Pizzola deferred the motion so members could examine the contract details and cost breakdowns.
