Chair asks for orderly meetings, cites Robert's Rules as guide
At the start of the meeting, the chair said this is their seventh meeting as chair and asked participants to raise hands, address remarks to the chair, and avoid repeating others—citing a desire to run meetings "organized, respectful, and efficient."

At the opening of the meeting the chair reviewed expectations for meeting conduct, saying they want meetings to be "organized, respectful, and efficient" and asked commissioners, staff, applicants and members of the public to raise hands and wait to be acknowledged before speaking.
