Committee backs extra design work, adds $99,424 to Southeast Douglas Street project

Paige Snow, senior staff engineer with Public Works, told the committee the Southeast Douglas Street design needs additional survey and design work to add on‑street parking improvements and to detail some unusual stormwater features. "I'm Paige Snow. I'm a senior staff engineer from Public Works, and I'm bringing forth, this amendment to our design contract," she said.

Snow said the change adds $99,424 to the professional engineering agreement for the Southeast Douglas Street Improvements (4th Street to Blue Parkway), increasing the contract's not‑to‑exceed amount to $897,354. The amendment covers extra survey near apartment buildings, additional parking layout to replace legally nonconforming on‑street spaces, and additional stormwater design to tie into an older box culvert under Douglas Street. Committee members asked whether the amendment would add net parking capacity; Snow and staff said the intent is to replace displaced parking with a small conforming lot beside the apartment, without materially increasing total parking on the corridor.

After brief clarification, a committee member moved and the committee voted to forward the ordinance to the full council with a recommendation of approval. The action moves the contract change and funding request to council consideration; staff said the additional work is needed to finish design and proceed to construction.
