Hays commission approves ordinance allowing private debt-collection services, passes 5-0
The commission adopted Ordinance No. 4104 to permit contracting with a private debt-collection agency to pursue unpaid city debts while retaining state notice requirements; the ordinance allows passing a 30% collection fee to debtors, and commissioners voted 5-0 to approve.

Jamie Bright, the city clerk, described a proposed ordinance authorizing the city to contract with a private debt-collection agency for unpaid municipal debts while maintaining existing Kansas notice requirements (60-day notice and three contact attempts). Bright said an agency can use additional avenues to locate debtors and that unpaid abatements or debts linked to properties could also be pursued.
