County planners present 2045 comprehensive plan; commissioners press for more agricultural input

Denise Atten of Bohannon, Houston gave a high-level presentation on the Grand/Grant County 2045 comprehensive plan at the Aug. 13 meeting, describing the plan as a policy framework that identifies challenges and opportunities across economic development, housing, public facilities, transportation, hazard mitigation, and natural-resource conservation. Atten emphasized that the plan is intended as a roadmap to guide short- and long-term priorities and to support grant-seeking and regional coordination.

Commissioner Shelley asked specifically about outreach to agricultural stakeholders, noting a potential disconnect between agricultural needs and the plan’s action items: “How successful do you think you were in getting input on the comprehensive plan from agriculture and other business that really drive economic activity in our community?” Atten said project staff collected input at regional festivals, Western New Mexico University, library events, targeted calls and an online platform but acknowledged gaps and welcomed further targeted outreach to agriculture.

Commissioners also praised the plan for prioritizing roads and for integrating previously completed housing and trails plans. They directed staff to consider additional outreach and to refine action steps that align with key local industries. Atten and county staff said the plan will make future grant applications easier by listing county priorities and that continued coordination with regional partners is part of implementation.
