Industry witnesses urged clearer policies on developer 'self build' of interconnection facilities and network upgrades to offset tariff‑driven supply bottlenecks. Sarah Fitzsimon and Rachel McMahon said many developers have relationships with equipment suppliers and could help procure transformers, breakers or even construct some upgrades; McMahon noted developers often buy the same equipment as utilities and could alleviate delays if permitted.
